Ruth Brumbach was seen walking while intoxicated into traffic on Church Avenue in front of the Public Works building within an hour after the fire was discovered at 10:47 a.m.
The smoke and flames were spotted coming from a dumpster behind the Ephrata Borough Public Works building located at 300 Church Avenue, Ephrata Borough on Feb. 10, according to the area police.
Brumbach was identified by "prior police contacts," she has a record of fighting and driving under the influence multiple times starting in 2017, the police said and court records show.
Officers found her "in possession of several lighters, and her clothing and hands were covered in soot," the police said adding, "as she interacted with police, Brumbach admitted to starting the fire."
Her motive was not released.
She was arrested, her injuries were treated, and she's been held in the Lancaster County Brumbach on $35,000 bail.
Her preliminary hearing is set before Judge Torrey J. Landis at 9 a.m. on Feb. 20, according to her latest court docket.
